Consumer confidence judges our collective mood about our finances. The last time things were this grim mood-wise was early 2020 when the Covid crisis was peaking but before the stimulus.
The market had dropped significantly, and as a result, the returns from that time were about 43%.
Today that confidence level is 58%, and you can see past forward returns from when we've been that low before. No guarantees obviously, nobody knows what will happen. But the odds start to skew positive when things are down, it's how the market works.
